Prime Minister Keir Starmer is facing mounting pressure over a deepening Thinktank probe that has unsettled Westminster. The controversy centres on allegations that a report commissioned by a Labour-linked organisation made unfounded claims about journalists investigating its activities. The row stems from a 2023 decision by Josh Simons, now a Cabinet Office minister, to commission external research while serving as director of Labour Together. The organisation played a significant strategic role during Starmer’s ascent to power. According to documents reviewed by national media outlets, the commissioned research sought to examine the sourcing, funding, and origins of a November 2023 investigation by The Sunday Times. That newspaper report scrutinised Labour Together’s operations and funding structures.
The research contract was agreed with Apco Worldwide, a prominent public relations consultancy. The agreement tasked investigators with exploring the background to the newspaper’s claims. However, controversy erupted after it was alleged that the resulting report included references to individual journalists and speculative claims regarding the provenance of leaked material. Critics argue that the scope of the Thinktank probe went beyond legitimate fact-finding and risked undermining confidence in press independence.
Central to the dispute are allegations reportedly included in the Apco report concerning journalists Gabriel Pogrund and Harry Yorke. It was claimed that the investigators speculated about the origins of emails used in published stories. According to reports, the document suggested that the material could have stemmed from a suspected Kremlin-linked cyber intrusion into the Electoral Commission. Observers have described these assertions as unsubstantiated and inappropriate, particularly given their potential to cast doubt on the integrity of reporters.
The reference to a possible Russian link has proved especially contentious. The report allegedly stated that the likeliest culprit behind the leaked emails was the Russian state or its proxies. Such a suggestion, without firm evidence in the public domain, has drawn criticism across party lines. Some Labour MPs fear that the Thinktank probe may have inadvertently fuelled conspiracy narratives rather than clarifying facts. The suggestion that personal background details of a journalist were examined has also provoked alarm among press freedom advocates.
Simons has publicly expressed surprise at aspects of the final document. In a statement, he said he was shocked to learn that the report extended beyond its agreed contract by including unnecessary personal information. He stated that he requested the removal of that material before forwarding the report to GCHQ for technical assessment. Simons maintained that no other British journalists were investigated in any document he or Labour Together received. He has welcomed a professional standards review into the matter.
An investigation has now been opened by the Public Relations and Communications Association standards committee. The association will examine whether professional guidelines were breached during the preparation of the research. This development has added another layer to the Thinktank probe, ensuring that scrutiny extends beyond political debate into regulatory oversight. The findings of that review could shape how similar commissions are handled in future.
Opposition figures have intensified calls for a formal parliamentary inquiry. Kevin Hollinrake, chair of the Conservative Party, described the affair as evidence of disregard for a free press. He argued that the proximity of Labour Together to the centre of government requires full transparency. He said serious questions remain about who knew of the research and whether senior figures were informed of its scope. The Conservative letter to Labour’s chair urges immediate clarification of responsibilities.
Within Labour’s own ranks, disquiet has also emerged. John McDonnell, a veteran backbencher and former shadow chancellor, has written repeatedly to the party’s general secretary seeking an independent investigation. He copied the prime minister into his correspondence. McDonnell said that, if accurate, the reported actions would be unacceptable. Another Labour MP, Karl Turner, has suggested that the prime minister should personally examine the circumstances surrounding the Thinktank probe.
The controversy has unfolded against the backdrop of leadership changes within Labour Together. Alison Phillips, formerly editor of the Daily Mirror, became the organisation’s chief executive three months ago. In an email to staff, she expressed horror at the suggestion that investigators would examine reporters’ backgrounds. She stressed that the organisation is under new leadership and must focus on rebuilding trust. Her remarks signal an awareness of reputational damage that could linger if concerns are not addressed decisively.
Attention has also turned to Morgan McSweeney, the prime minister’s recently departed chief of staff and a former head of Labour Together. While no direct wrongdoing has been established, his prior leadership role has attracted scrutiny. Critics argue that the Thinktank probe cannot be separated from the broader network of relationships linking the organisation to the current administration. Supporters counter that thinktanks frequently commission research and that context matters.
The broader constitutional question now facing Westminster concerns the boundary between legitimate political research and interference with journalistic scrutiny. Thinktanks and parties often monitor media narratives, yet critics warn that commissioning investigations into reporters risks chilling effects. Media organisations have emphasised that investigative journalism is fundamental to democratic accountability. They argue that robust reporting should not prompt retaliatory research into individual journalists’ private lives.
Downing Street has not announced a formal inquiry. However, pressure continues to build as opposition parties and some Labour MPs insist that clarity is essential. The Thinktank probe has become a test of Starmer’s commitment to transparency and ethical governance. His leadership style has often emphasised professionalism and institutional respect. How this episode is handled may influence perceptions of those principles.
Political analysts note that timing matters. The government is navigating complex domestic and international challenges.
