A major criminal case has emerged in California following a deadly fireworks warehouse explosion that killed seven people and injured two others during the July 1 blast near Esparto, roughly an hour from Sacramento. Authorities have now filed murder charges against multiple individuals connected to the storage and handling of the illegal explosives that triggered the devastating fire.
The explosion occurred at a 5,000-square-foot warehouse used by Devastating Pyrotechnics, one of several companies operating on the property where fireworks were being stored. The blast quickly escalated into a massive fire that engulfed the facility and surrounding area, forcing emergency evacuations and leading local officials to cancel nearby Fourth of July celebrations as a precaution.
All seven victims were employees working at the site at the time of the explosion. They were identified by authorities and local reports as Jesús Ramos, 18; Jhony Ramos, 22; Joel “Junior” Melendez, 28; Carlos Rodriguez-Mora, 43; Angel Mathew Voller, 18; Christopher Bocog, 45; and Neil Li, 41. Two additional individuals survived but suffered injuries in the incident.
Investigators later concluded that the warehouse was storing illegally large quantities of fireworks, far exceeding permitted safety limits. Prosecutors allege that more than one million pounds of explosive materials were kept at the site, creating extremely dangerous conditions that eventually led to the catastrophic detonation.
At least seven people have now been charged in connection with the case. Among them is Samuel Machado, a former lieutenant with the Yolo County Sheriff’s Office. Prosecutors say Machado faces 26 charges, including murder, illegal possession of explosives, and reckless handling of explosive devices.
Authorities allege that Machado played a central role in allowing the illegal fireworks operation to expand over several years. According to prosecutors, the warehouse grew from a small operation with 13 storage containers in 2015 to around 50 containers by 2025. They also claim Machado used his position in law enforcement to shield the operation from scrutiny while it continued to grow.
During a press briefing, Deputy District Attorney Clara Nabity stated that Machado’s involvement included using his authority as a sheriff’s deputy to help protect the operation as it expanded significantly over time. Prosecutors argue that this misuse of public office contributed directly to the scale of the disaster.
Machado’s wife, Tammy Machado, has also been arrested in connection with the case and has since posted bail. She faces several charges, including mortgage fraud and child endangerment, with prosecutors alleging that illegal fireworks were stored dangerously close to residential areas, including near a family pool.
Other defendants in the case are accused of storing, distributing, or managing illegal fireworks through the warehouse facility. Authorities say the materials involved were not ordinary consumer fireworks but highly unstable explosive devices that violated state and federal regulations.
Prosecutors emphasized that the case goes beyond simple regulatory violations, describing the operation as a large-scale illegal explosives network. Officials argue that the quantity and type of materials stored made the site inherently dangerous and directly responsible for the deadly outcome.
The investigation remains ongoing as authorities continue to examine how the operation was able to function over such an extended period without intervention. Officials have also indicated that additional charges may be filed as evidence is reviewed.
The explosion has raised serious concerns about oversight, enforcement failures, and the risks posed by illegal fireworks storage, particularly in residential or semi-industrial areas. Families of the victims continue to seek accountability as the legal process moves forward.
