The Labour Party finds itself in a moment of unease and internal strain as Greater Manchester Mayor Andy Burnham has stepped up pressure on Prime Minister Keir Starmer, openly questioning the government’s direction and hinting at his own potential political comeback. Speaking in recent interviews, Burnham refused to rule out a return to Westminster and demanded “wholesale change” within the Labour leadership, sparking renewed speculation over a possible leadership bid.

Burnham, often referred to as the “King of the North,” has long been seen as one of Labour’s most high-profile and independent-minded figures outside of Westminster. His remarks this week, delivered in both The Telegraph and The New Statesman, have reignited debates within Labour ranks about the party’s identity, strategy, and long-term prospects, only months after Starmer led Labour into government.

In his most pointed criticism yet, Burnham accused Starmer’s team of cultivating a “climate of fear” within the party and warned that Labour risks facing an “existential” crisis unless radical reforms are adopted. “I’m going to put the question back to people at Labour conference: are we up for that wholesale change?” he asked, directly challenging the party establishment ahead of the annual conference set to begin in Liverpool on Sunday.

Central to Burnham’s critique is his belief that the Labour government must be bolder on taxation and wealth redistribution. He has argued that households in London and the South East are not paying their fair share, calling for higher council taxes on properties in those regions and the reintroduction of a 50p top rate of income tax.

“There is a huge underpayment of tax that should now be corrected,” Burnham told The Telegraph, in comments that underline his belief that Labour must speak more directly to economic justice and regional inequality. For years, Burnham has championed policies that redistribute power and resources away from Westminster and towards the North of England, a stance that continues to resonate with those who see him as a voice for neglected regions.

At the same time, Burnham has reiterated his support for what he describes as “aspirational socialism”—a platform that would see greater public control of key services such as housing, energy, water, and rail. He has argued that Labour must reconnect with working-class ambition, offering a positive vision of economic transformation rather than a continuation of what he derides as “the old way of doing things in Westminster.”

Though Burnham insists he is not plotting an immediate return to Parliament, his words have only fuelled speculation about his ambitions. When asked directly whether he had been encouraged to stand for Parliament again, he acknowledged that “people have contacted me throughout the summer.” He went further, recalling his past bids for the Labour leadership: “I stood twice to be leader of the Labour Party. And I think that tells you, doesn’t it?”

Such remarks will be interpreted as an unmistakable signal that Burnham has not given up on the idea of one day seeking the party’s top job. His refusal to close the door on a return to Westminster stands in contrast to his current role as a regional leader, underscoring the tension between his mayoral mandate in Greater Manchester and his continuing relevance within national politics.

Notably, Burnham has also indicated a willingness to work with other political forces, including the Liberal Democrats and even figures such as Jeremy Corbyn, who remain divisive within Labour. His emphasis, he said, is less on factionalism and more on forging a broad coalition capable of delivering fundamental change.

“I am ready to play any role in that. Yes. Because the threat we’re facing is increasingly an existential one,” Burnham remarked, signalling an openness to alliances that transcend traditional Labour boundaries.

This pragmatism could either position him as a unifying figure for those dissatisfied with Starmer or as a potential source of division within the party, particularly among those who view his overtures to Corbyn as a step backwards.

The timing of Burnham’s interventions is significant. Labour’s annual conference in Liverpool, beginning this weekend, was intended to be a showcase for Starmer’s reset of the government and the party’s long-term vision. Instead, Burnham’s comments risk overshadowing the leadership’s messaging, sharpening the sense that Labour’s internal unity is fragile.

Critics of Starmer argue that despite Labour’s electoral success, the government has yet to present a compelling plan for tackling Britain’s entrenched problems, from inequality and the housing crisis to the spiralling cost of public services. Burnham’s charge—that there is no clear plan to “turn the country around”—captures the frustration of those who feel Labour risks squandering its moment in power.

For Starmer, who has sought to position himself as a steady and pragmatic leader after years of turbulence within Labour, Burnham’s outspoken remarks are a reminder of the party’s restless undercurrents. While the Prime Minister retains control of the party machinery, the Greater Manchester Mayor’s growing prominence threatens to reopen debates about Labour’s soul and its future direction.

As the Labour government prepares to set out its agenda at conference, the question looming over Liverpool is whether Starmer can silence dissent and reassert his authority—or whether Burnham’s challenge will embolden others to demand a sharper shift towards radical reform.

For now, Burnham insists he has no immediate plans to destabilise the leadership. Yet his refusal to rule out a return to Westminster, his emphasis on wholesale change, and his track record of standing for the leadership ensure that speculation will only intensify.

What is clear is that Andy Burnham has once again emerged as a pivotal figure in the Labour story. Whether he becomes Starmer’s most significant internal critic, a potential successor, or a bridge-builder across party lines, his interventions have reignited the debate over where Labour is heading—and whether the party can truly deliver on its promise to transform the country.
