China’s leading telecom companies, Huawei and ZTE, have won multiple contracts this year to supply 5G equipment in Vietnam, signaling Hanoi’s deepening ties with Beijing and raising concerns among Western officials, according to seven sources with direct knowledge of the situation.
Vietnam had long been cautious about integrating Chinese technology into sensitive infrastructure. However, in recent months, the country has increasingly embraced Chinese tech firms as relations with Beijing warmed and ties with Washington became strained, particularly over tariffs on Vietnamese goods.
While Sweden’s Ericsson and Finland’s Nokia secured contracts for Vietnam’s 5G core infrastructure, and U.S. chipmaker Qualcomm provided network equipment, Chinese companies have been awarded smaller tenders with state-owned operators, according to public procurement data not previously reported.
Huawei was part of a consortium awarded a $23 million 5G equipment contract in April, shortly after the White House imposed tariffs on Vietnamese products. ZTE has secured at least two contracts, including one last week, totaling over $20 million for 5G antennas. The first public deal emerged in September, a month after U.S. tariffs came into effect.
The development marks a notable shift in Vietnam’s approach to foreign technology. Analysts suggest it reflects Hanoi’s strategic balancing act between Beijing and Washington, weighing economic and technological benefits against geopolitical pressures.
Western officials have expressed skepticism about close tech cooperation with Hanoi, warning that reliance on Chinese 5G infrastructure could have broader security implications. Vietnam, however, continues to prioritize connectivity and modernization of its telecom networks, demonstrating pragmatic engagement with both Western and Chinese technology providers.
Industry observers note that the agreements could have ripple effects across Southeast Asia, potentially influencing neighboring countries’ choices in adopting Chinese telecom solutions. As Vietnam strengthens its 5G networks, the competition between global telecom giants—Chinese, European, and American—remains intense, reflecting broader geopolitical and trade dynamics in the region.
The situation underscores the growing influence of Chinese technology in emerging markets, even as the U.S. and its allies seek to limit its expansion. The Vietnamese government maintains that its procurement process is driven by quality, efficiency, and cost-effectiveness, while balancing national security considerations.
