The United Kingdom risks falling behind in the global artificial intelligence race unless it accelerates upgrades to its telecommunications infrastructure, senior industry executives have warned. Concerns are growing that delays in planning approvals and the slow expansion of advanced 5G networks could leave Britain struggling to handle the enormous increase in data traffic expected as AI becomes more deeply integrated into everyday life.
The development of artificial intelligence has so far focused heavily on the construction of large data centres capable of providing the computing power required to train and operate increasingly sophisticated AI models. Those facilities require substantial supplies of electricity and water, particularly for cooling. But industry leaders say another part of the AI infrastructure challenge is receiving considerably less attention: the telecommunications networks that will ultimately connect consumers and businesses to AI-powered services.
As artificial intelligence becomes embedded in smartphones, computers, vehicles, workplace systems and other connected devices, mobile and broadband networks are expected to carry significantly greater volumes of data. Executives in the telecommunications industry fear that the UK’s existing infrastructure may not be upgraded quickly enough to accommodate this new demand.
Britain has made considerable progress in improving fixed broadband infrastructure. The country was previously criticised for having some of the slowest broadband speeds in Europe, but the expansion of full-fibre networks by Openreach and other providers has substantially improved connectivity. The situation with mobile networks, however, remains more concerning.
Recent analysis by consumer organisation Which?, based on data from Opensignal, found that the UK’s mobile coverage performs poorly compared with other developed countries. Britain was ranked behind all 27 European Union member states as well as every other member of the Group of Seven nations in terms of mobile coverage.
The same analysis placed the UK 57th globally for overall network performance, 70th for download speeds and 55th for the reliable network quality required for activities including video calls, streaming and online gaming.
Andrea Donà, networks director at VodafoneThree, described the situation as a serious concern for the country’s technological future. He argued that if networks are already struggling to provide consistently strong performance for today’s digital services, the pressure could become much greater when large-scale AI usage becomes normal.
Donà compared the problem to the loss of mobile signal that consumers can experience when large numbers of people gather at major events. Concerts at Wembley, the British Grand Prix at Silverstone and major rugby matches at Twickenham can place extraordinary pressure on mobile networks because thousands of people attempt to connect simultaneously.
According to Donà, those temporary periods of congestion could provide an indication of what networks may experience more frequently in an AI-driven economy. Instead of occasional congestion caused by a major public gathering, network operators could face persistent pressure as AI-powered services generate additional demand from millions of users and devices.
Another senior telecommunications executive described the connection between AI and network capacity as still being in its early stages. However, the executive warned that the issue could eventually become a matter of national competitiveness, similar to the concerns that surrounded Britain’s slower rollout of full-fibre broadband.
The next major wave of technological development could make the situation even more urgent. Within the next two or three years, AI is expected to become increasingly integrated into a broad range of consumer and business devices. This could dramatically increase the amount of information being transmitted between devices, users, cloud services and AI computing facilities.
The executive argued that AI companies and governments have historically focused more heavily on computing infrastructure than telecommunications networks. That could change if network limitations begin preventing people and businesses from making full use of AI technologies.
Britain’s major mobile operators are already investing heavily in upgrading their infrastructure. VodafoneThree, one of the country’s largest mobile operators, has committed billions of pounds to modernising its network, including investment in 5G standalone technology and upgrades to existing mobile sites.
The industry says the principal challenge is not necessarily the construction of entirely new mobile sites. Instead, operators argue that they need greater freedom to modernise the infrastructure that is already in place.
In VodafoneThree’s case, the company plans to reduce the number of masts in its nationwide network while simultaneously upgrading existing infrastructure. The operator says approximately 96% of the upgrades it needs to carry out can be completed at existing sites.
However, more than half of those upgrades are expected to require some form of planning permission. Telecommunications companies argue that obtaining approval can involve lengthy and complicated administrative procedures, delaying improvements that could otherwise be implemented relatively quickly.
Donà has called for planning reform to make it easier for operators to modernise their networks. He argued that faster approval processes could provide an important boost to economic growth without requiring significant government expenditure.
The issue has become particularly relevant as the government seeks to promote economic growth and strengthen Britain’s position in emerging technologies. Telecommunications companies believe that better network infrastructure should be regarded as a key component of the country’s broader AI strategy.
The industry also argues that mobile networks should receive greater support because they are classified as critical national infrastructure. Telecommunications systems play an increasingly important role in maintaining economic activity, public services and communications, alongside other infrastructure sectors such as energy, water and data centres.
Operators say that despite this classification, mobile networks do not receive some of the financial relief available to other critical infrastructure industries. These differences include support related to business rates and energy costs.
The debate highlights a broader challenge facing Britain as countries compete to establish themselves as leaders in artificial intelligence. Building powerful data centres and developing advanced AI models are only part of the equation. The networks connecting those systems to users will also determine how effectively AI can be deployed at scale.
If upgrades continue to face regulatory delays, industry executives fear Britain could find itself with sophisticated AI capabilities but insufficient network capacity to deliver them efficiently to the wider population.
The warning comes as the global AI race becomes increasingly competitive, with governments and technology companies investing heavily in computing power, data centres, advanced chips and digital infrastructure. For the UK, the telecommunications sector argues that ensuring sufficient network capacity must become part of that national strategy.
Without faster investment and regulatory reform, executives fear the country could struggle to keep pace with nations that are moving more quickly to modernise their mobile infrastructure. As AI becomes increasingly integrated into everyday technology, reliable and high-capacity connectivity may become just as important to economic competitiveness as computing power itself.
The central concern for Britain’s telecommunications industry is therefore not simply whether the country can develop AI technology, but whether its networks will be capable of supporting the technology once it reaches mass adoption. Industry leaders believe that decisions made now about planning rules, 5G upgrades and infrastructure investment could have significant consequences for the UK’s ability to compete in the AI-powered economy of the coming years.
