California Mayor Resigns Over Foreign Agent Charges

It marketed itself as a reliable news source for the Chinese American community. However, federal officials claim the site was actually a vessel for pro-PRC propaganda. Wang was elected to the Arcadia city council during the November 2022 local elections. She vacated her mayoral position only hours after the plea deal became public knowledge.

Arcadia is a city in Los Angeles County with about fifty-four thousand residents. City officials spoke to the Los Angeles Times regarding the timing of these events. They noted that the conduct described by federal officials happened before Wang took office. Dominic Lazzaretto serves as the city manager and issued a formal statement on Monday. He described the allegations of foreign influence over an elected official as deeply troubling. The city is taking these matters very seriously to maintain public trust and safety. Lazzaretto clarified that the investigation concerns the individual conduct of the former mayor. The charges involve activities that reportedly ceased once she was sworn into office.

In June 2021, a PRC official contacted Wang through an encrypted WeChat group chat. The official provided pre-written news articles to be published on the California website. These stories included essays regarding the sensitive Xinjiang issue in the western Chinese region. The articles claimed that no genocide or forced labor existed in those production activities. They suggested that such rumors were spread only to defame and destroy China’s reputation. Within minutes of receiving the text, Wang posted the article to her news site. She quickly sent a link back to the Chinese official to confirm completion. Other members of the encrypted chat group reportedly followed her lead very quickly.

The PRC official thanked the group for their fast response to the provided task. Wang also communicated with a high-level member of Chinese intelligence in late 2021. This individual was identified as John Chen, who reportedly had a direct line. He was allegedly in contact with Xi Jinping, the president of the PRC government. Wang asked Chen to post a news article from her US News Center. She wrote that the Ministry of Foreign Affairs wanted the information sent out. This direct link to the highest levels of Chinese power alarmed federal investigators. John Chen pleaded guilty in November 2024 to acting as an illegal agent.

He was also charged with conspiracy to bribe a public official during that time. Chen was sentenced to twenty months in a federal prison for his illegal actions. Yaoning Sun was arrested in December 2024 for his role in the propaganda scheme. He pleaded guilty to acting as an agent of a foreign country shortly after. In February, Sun received a sentence of four years in a federal prison. The investigation into the network has been ongoing for several years by the FBI. Authorities are working to ensure that foreign interference does not reach local government seats. The case highlights the vulnerabilities of local politics to global geopolitical influence and pressure.

Residents of Arcadia expressed surprise and disappointment at the news of the mayor’s exit. Many people felt that the local community had been misled by the news site.
