These enforcement operations have resulted in a significant rise in total arrests since the last election. However, the effectiveness of such frequent, resource-intensive raids remains a subject of intense public debate today.

Experts suggest that workplace enforcement might discourage some employers from hiring workers without valid legal papers. Yet, the unauthorised population in the country remains likely in the high hundreds of thousands of people. Large-scale raids only touch a tiny share of the businesses involved in these complex, underground industries.
