Home Secretary Shabana Mahmood has warned that anyone who breaks the law during protests around contested asylum accommodation sites will face legal action, while stressing that legitimate concerns raised by local residents must be distinguished from extremist activity.

Mahmood made the comments as tensions continued over plans to accommodate male asylum seekers at a former defence site near Piddington in Oxfordshire. Her remarks came after anti-asylum activist Daniel Thomas said thousands of supporters could travel to the village and remain there for days in an effort to prevent asylum seekers from entering the site.

The Home Secretary described Thomas as a far-right activist and said his actions should not be confused with concerns expressed by residents who oppose the proposed accommodation centre. She said communities had a right to discuss changes that could affect local services and neighbourhoods, but argued that those concerns should not be exploited to create division.

“I understand the anxiety of local people when they’re about to see a change to their community,” Mahmood said during an appearance in Birmingham. She added that it was important to distinguish reasonable local concerns from people she described as extremists who seek to take over those debates.

Mahmood said that anyone who broke the law would face the consequences, regardless of their political position or the cause they claimed to support.

The dispute comes against a broader backdrop of tension surrounding asylum accommodation across Britain. The government has been attempting to reduce the use of hotels and move asylum seekers into larger, more centralised facilities, while local residents in some communities have objected to the location, size and expected impact of such sites.

Piddington has become one of the most visible examples of that resistance. Residents recently held a symbolic vote in which 285 people supported a proposal to declare the village independent from the United Kingdom, while 26 voted against it. The vote had no legal effect but was intended to demonstrate the strength of local opposition to the planned asylum accommodation.

The campaign has attracted attention from political parties and residents in other communities. Local campaigners have reportedly received approaches from people elsewhere who are interested in adopting similar forms of protest.

The issue has also attracted the Patriot Platform, an anti-immigration organisation associated with Thomas. The activist visited Piddington shortly after the symbolic vote, meeting residents and visiting the entrance to the proposed accommodation site.

Thomas has argued that his movement can provide support to local residents. In an online interview, he described the people he met in Piddington as ordinary residents and said he wanted to establish what he described as a legal and lawful plan to assist the community.

However, his separate comments about bringing thousands of supporters to the site have raised concern among authorities and community representatives. Thomas has discussed the possibility of supporters surrounding the accommodation centre, putting up tents and remaining in place for days to prevent asylum seekers from entering.

Such proposals have intensified concerns about the possibility of disruption or confrontation at asylum sites.

Thomas has rejected accusations of racism and said his organisation does not accept racism. He has also denied that the movement is a white nationalist organisation and has pointed to relationships with people from different ethnic backgrounds.

Thomas has previously attracted controversy because of his involvement in anti-immigration activism and his criminal record. He served a prison sentence for attempted kidnapping and was previously associated with the former bodyguard team of Stephen Yaxley-Lennon, widely known as Tommy Robinson.

The Patriot Platform has recently been involved in disruptive protests in Dover and Portsmouth. Masked supporters have been reported at demonstrations in which roads were blocked and protesters attempted to intercept newly arrived migrants.

The recent activity has increased pressure on police forces to monitor demonstrations and assess the risk of disorder. Mahmood recently met police chiefs and urged them to strengthen intelligence gathering and make full use of available legal powers.

One of the measures discussed allows police to impose restrictions on face coverings at designated locations under specified circumstances. Hampshire police subsequently sought to impose such restrictions during an anti-asylum demonstration in Portsmouth.

Thomas had urged supporters not to attend that particular protest.

The government’s approach reflects the difficulty of balancing the right to peaceful protest with the responsibility of police and authorities to prevent intimidation, violence and serious disruption.

Mahmood has sought to emphasise that distinction in her comments about Piddington. She said the government understood why residents could be worried about a large asylum accommodation site being established near their community.

She also argued that similar concerns existed in urban areas. In Birmingham, where Mahmood is an MP, communities have experienced asylum accommodation in houses of multiple occupation and other properties. She said concerns about asylum accommodation were therefore not limited to rural villages.

The Home Secretary also sought to reassure Piddington residents about the potential impact of the proposed site on local services. She pointed to the government’s experience at other large accommodation facilities, including former military sites, where asylum seekers have been housed together with support services located on the same premises.

According to Mahmood, concentrating facilities on a single site can make it easier to provide healthcare, administration and other services while reducing the pressure placed on surrounding communities.

The government’s wider asylum policy is undergoing significant changes. Mahmood has announced plans for new legal routes for refugees alongside reforms intended to tighten aspects of the asylum and immigration system. The government says its objective is to restore public confidence while maintaining protection for people who genuinely need refuge.

Official Home Office statistics show that 93,293 people were receiving asylum support at the end of June 2026. Of those, 16,021 were living in hotel accommodation, while the majority were in non-hotel accommodation such as dispersal housing. The number receiving asylum support was lower than a year earlier, while the government has continued efforts to reduce reliance on hotels.

The figures help explain why the government is seeking alternative accommodation arrangements, but they have not removed the political and social tensions surrounding individual sites.

For communities such as Piddington, the issue is particularly sensitive because the proposed accommodation is located near a relatively small population. Residents have raised questions about how the site could affect local services, community life and the character of the village.

At the same time, asylum seekers being moved into such facilities remain subject to the government’s accommodation and support arrangements while their claims are processed. The Home Office has said that its broader reforms are intended to create a more controlled and sustainable asylum system.

The conflict between local opposition and national asylum policy has created an environment in which activists can seek to amplify community concerns. Mahmood’s warning suggests the government is attempting to draw a clear line between lawful civic disagreement and activities that could amount to criminal conduct or intimidation.

The distinction could become increasingly important as demonstrations continue around asylum accommodation sites. Police forces must manage protests without unlawfully restricting peaceful expression, while also responding to threats of disorder, obstruction or violence.

The debate has also exposed differing views within communities themselves. While many Piddington residents have expressed opposition to the proposed facility, local representatives have indicated that they do not necessarily support the involvement of masked activists or outside groups.

A parish councillor said Thomas’s visit to the village was private and that he was expected to meet residents over tea. The councillor also indicated that local residents had invited representatives from several political parties to visit, suggesting that some campaigners prefer political engagement over confrontation.

The government’s position is that local concerns can be heard without allowing extremist groups to dominate the discussion. For Mahmood, the distinction is particularly important as Britain continues to debate asylum policy, immigration levels and the accommodation of people seeking protection.

The dispute is taking place alongside another priority for the Home Secretary: tackling knife crime. Mahmood was in Birmingham to launch a programme allocating £26.25 million across more than 230 areas affected by knife crime in England and Wales.

The funding will support additional police patrols, CCTV and early-intervention programmes aimed at young people considered at greater risk of becoming victims or perpetrators of knife crime. The Home Office says concentrating resources in small, targeted areas can be an effective way of reducing violence.

Mahmood’s appearance therefore combined two major areas of current government policy: public safety and immigration. Both involve difficult questions about policing, community confidence and the responsibilities of government.

In Piddington, the immediate dispute remains centred on the proposed asylum accommodation and the possibility of protests around the site. The government’s challenge will be to maintain lawful public order while addressing concerns from local residents and ensuring that asylum policy is implemented without unnecessary pressure on surrounding communities.

For campaigners, residents and asylum seekers alike, the coming weeks could determine whether the Piddington dispute remains a political disagreement or develops into a larger confrontation. Mahmood’s warning makes clear that while peaceful opposition remains part of democratic debate, the government intends to respond firmly to criminal behaviour connected with protests.
