Reform UK Targets Bosses Over Illegal Worker Hiring

Reform UK has announced plans to introduce some of the toughest penalties in the UK for companies found employing illegal workers, including potential prison sentences for senior business leaders and major financial penalties for large corporations.

The party said its proposed reforms would make chief executives and company directors personally responsible for illegal working practices within their organisations, arguing that businesses should face stronger consequences for benefiting from workers without legal immigration status.

Reform UK’s home affairs spokesperson Zia Yusuf said the current system allowed some companies, particularly in sectors such as delivery services and the gig economy, to exploit illegal labour while avoiding serious punishment.

“Large companies cannot continue to profit from illegal working without consequences,” Yusuf said. He argued that illegal employment was damaging the wider economy and preventing young British workers from accessing entry-level jobs.

Under Reform’s proposal, senior executives of large firms could face criminal liability even if they claimed they were unaware of individual workers’ immigration status. The party said the approach would mirror existing rules in financial regulation, where senior managers can be held accountable for misconduct within their organisations.

The announcement comes amid ongoing political debate in the UK over immigration, labour shortages and the enforcement of employment laws. Reform UK has made reducing illegal migration one of its central political priorities and said tougher action against employers would be a key part of its approach.

The party also proposed creating a dedicated public reporting hotline that would allow people to report suspected illegal working or organised criminal activity. Reform said police forces, local authorities and trading standards teams would be required to investigate reports made through the system.

It added that members of the public whose information led to successful prosecutions could receive a share of financial penalties imposed on companies.

Yusuf said Reform wanted to create “the toughest penalties anywhere in the world for illegal working” and claimed stronger enforcement would protect British workers while reducing incentives for illegal migration.

However, the government has rejected the proposals as unnecessary, arguing that many of the measures suggested by Reform are already being implemented.

A Home Office source criticised the announcement, describing parts of it as “empty posturing” and saying existing laws already provide significant penalties for employers who break immigration rules.

A Home Office spokesperson said companies that employ illegal workers already face serious consequences, including large fines, business restrictions and criminal penalties.

“Employers who break the law face severe consequences, including fines of up to £60,000 per illegal worker, business closures, licence revocations and prison sentences of up to five years,” the department said.

The government also said it was expanding enforcement measures, including extending right-to-work checks into areas such as the gig economy and delivery sectors.

According to the Home Office, enforcement action has increased significantly since Labour came into government, with illegal working arrests rising by 83% and workplace raids increasing by 77%.

The issue of illegal working has become increasingly politically sensitive as parties debate how best to control migration while supporting economic growth.

Employers’ groups have previously warned that stricter immigration enforcement must be balanced against the needs of industries facing worker shortages, including hospitality, agriculture, construction and logistics.

Critics of Reform’s plan have questioned whether making company leaders automatically responsible for illegal employment would be practical or fair, particularly in large organisations where thousands of workers may be employed across multiple locations.

Supporters, however, argue that businesses have a responsibility to ensure proper checks are carried out and that stronger penalties would discourage companies from turning a blind eye to illegal employment.

The debate also reflects wider concerns about exploitation in vulnerable labour markets. Campaigners have repeatedly highlighted cases where undocumented workers are paid below minimum wage, placed in unsafe conditions or threatened with reporting to immigration authorities if they complain.

Reform UK said its proposals were designed not only to punish employers but also to reduce demand for illegal labour by removing financial incentives for businesses.

The party’s announcement follows a series of government actions aimed at tackling illegal working, including increased immigration raids and stronger penalties for employers.

Recent cases have shown that organisations can already face substantial fines for breaches of immigration rules. In June, one local authority was fined £45,000 after employing an individual who did not have permission to work in the UK.

While the government insists existing measures are sufficient, Reform argues that enforcement has not gone far enough and that company leaders must face greater personal consequences.

With immigration expected to remain a major issue ahead of the next general election, proposals targeting illegal employment are likely to remain at the centre of political debate.

Reform UK’s latest announcement highlights the growing divide between parties over how Britain should manage migration, protect employment opportunities and hold businesses accountable.
