An Australian Defence Force member has been identified as a person of interest in an investigation after a video recording device was discovered in a women’s shower facility aboard Royal Australian Navy vessel HMAS Leeuwin. The discovery has triggered serious concerns about privacy, sexual misconduct and the safety of female personnel serving in the military, prompting senior naval officials to launch a comprehensive review of bathroom facilities across the fleet.

The Australian Department of Defence confirmed on Thursday, 15 October 2026, that an ADF member had been identified in connection with the investigation. The individual is assisting the Joint Military Police Unit with its inquiries. Authorities have not publicly disclosed the person’s identity or announced any criminal charges in connection with the discovery.

The incident has drawn strong condemnation from the navy’s leadership, with Chief of Navy Vice Admiral Matt Buckley describing the alleged conduct as an act of sexual violence and a profound betrayal of trust. Defence Minister Richard Marles has also condemned the incident, calling it an invasive and reprehensible breach of trust and stressing that supporting affected personnel remains the government’s priority.

The discovery was first brought to wider public attention after independent senator Jacqui Lambie raised the issue in the Australian Senate on Wednesday. Lambie, a former Australian Defence Force member who has long advocated for military personnel, said she had been contacted by a former navy member who reported that a camera had been found in a female shower facility aboard HMAS Leeuwin.

The vessel was docked in Cairns when the incident came to public attention. Defence officials initially confirmed that a video recording device had been located in a cabin aboard the ship but did not immediately provide detailed information about its precise location or the progress of the investigation. The matter was referred to the Joint Military Police Unit for further examination.

The department subsequently issued an update confirming that an ADF member was a person of interest and was assisting investigators. It also emphasised that the navy was concentrating on providing support to those potentially affected by the incident.

The identification of a person of interest represents a development in the investigation, but it does not establish guilt. Investigators must determine the circumstances in which the device was placed, whether any images or recordings were captured, who may have accessed them and whether any offences were committed. The individual’s involvement will need to be assessed through the appropriate investigative and legal processes.

For personnel who use military accommodation and shared facilities, the discovery has raised difficult questions about whether their privacy was compromised in a place where they should reasonably expect personal security. Shower facilities are among the most private areas of a naval vessel, and the possibility that someone may have been recorded without consent can have serious emotional and psychological consequences.

Vice Admiral Buckley addressed navy personnel in a written statement, describing the matter as exceptionally serious and confirming that the ship’s programme had been altered to allow a rapid and rigorous investigation by the Joint Military Police Unit.

“I consider this a most serious matter,” Buckley wrote, emphasising the need for a thorough response.

He also announced that the navy would conduct a comprehensive audit of bathroom facilities across its fleet. The review is intended to identify potential vulnerabilities and reinforce the importance of privacy and safety in naval workplaces and accommodation.

Buckley described the alleged conduct as fundamentally inconsistent with the navy’s values. He assured personnel that the service would address the matter with determination and that anyone found responsible would be held accountable through the appropriate processes.

He also stressed that eliminating sexual violence from the workplace was not merely a matter of individual welfare but was essential to the navy’s operational effectiveness.

The statement reflects a broader challenge facing military organisations: maintaining the trust of personnel who live and work in environments where privacy can be limited and colleagues depend on one another for safety and cooperation. A serious breach involving intimate facilities can undermine confidence in leadership, workplace safeguards and the effectiveness of internal reporting systems.

The planned audit across the fleet is therefore a significant part of the navy’s response. A comprehensive review could help identify whether similar devices or vulnerabilities exist elsewhere and whether existing inspection procedures are sufficient. The effectiveness of such a review will depend on its thoroughness, the prompt correction of any weaknesses and the willingness of personnel to report suspicious equipment or behaviour without fear of retaliation.

Defence Minister Richard Marles also condemned the incident, describing it as a reprehensible and deeply invasive breach of trust. He said he was receiving updates on the investigation and reiterated that there was no place for such behaviour in the Australian Defence Force.

“Our priority remains supporting the individuals who have been impacted,” Marles said in a statement published on social media.

His response places the issue within the government’s wider responsibility to ensure that military personnel can serve in workplaces where harassment, sexual misconduct and invasions of privacy are taken seriously. The handling of the investigation will be closely watched because the armed forces have a duty to protect those serving under their command while ensuring that allegations are investigated fairly and independently.

Senator Lambie has raised additional concerns about the possible fate of any recordings made by the device. In the Senate, she asked whether images captured in the facility had been distributed online, retained by anyone or uploaded without the knowledge and consent of the women who may have been recorded.

Her questions highlight a particularly troubling aspect of potential covert recording: the harm may extend beyond the initial invasion of privacy if intimate images are copied, shared or published. Once material is distributed digitally, it can be difficult to identify every recipient or remove every copy. However, the available information does not establish whether any footage was recorded or circulated online.

Determining whether recordings exist, whether they were accessed by other people and whether any material was transmitted will therefore be important elements of the investigation. Authorities will also need to establish whether the device was functioning and what information, if any, it contains.

These questions are especially significant for the women who may have used the affected facilities. Uncertainty about whether they were recorded can itself cause distress, even before investigators establish what happened. Clear communication, confidential reporting channels and access to appropriate support services can help affected personnel understand what is known and what steps are being taken.

Buckley said that all potentially affected personnel were receiving the navy’s strongest support. He also confirmed that the navy’s warrant officer was in Cairns to assist the ship’s company during the investigation.

The presence of senior personnel to support the crew underscores the importance of addressing both the investigative requirements and the immediate welfare needs of those serving aboard the vessel. Support may involve confidential assistance, clear information about the investigation and practical measures to protect privacy while inquiries continue.

The incident also raises wider questions about workplace culture and accountability in military institutions. Policies prohibiting sexual harassment and privacy violations must be supported by effective prevention, reporting and enforcement mechanisms. Personnel need confidence that concerns will be handled seriously, that investigations will not be obstructed and that appropriate action will follow if wrongdoing is established.

At the same time, a fair investigation must distinguish confirmed facts from allegations and avoid prejudging the person identified by investigators. The term “person of interest” indicates that an individual is relevant to an inquiry; it does not mean that the person has been convicted of an offence or that the allegations have been proven.

For the Australian Navy, the immediate priorities are to establish how the recording device came to be present, determine whether anyone’s privacy was violated, assess any potential circulation of recordings and ensure that affected personnel receive appropriate support. The fleet-wide bathroom audit may also reveal whether additional safeguards are necessary to prevent similar incidents in the future.

The case has become a test of the navy’s commitment to protecting its personnel and maintaining confidence in its workplace standards. Its response will be judged not only by whether investigators identify and establish responsibility for any wrongdoing, but also by how effectively the institution supports those affected and addresses any weaknesses exposed by the incident.

As the Joint Military Police Unit continues its investigation, the central questions remain unanswered: whether anyone was recorded without consent, whether any material was shared and what circumstances led to the device being discovered. Until investigators establish the facts, the allegations must be treated carefully and the rights of all parties respected.

The navy has pledged a rigorous response and a comprehensive review of facilities across the fleet. The outcome of those efforts will be important in determining the next steps and restoring confidence among personnel who expect their privacy, dignity and safety to be protected while serving their country.
