Anthropic Backs $31.9bn Queensland Data Centre

Anthropic, the artificial intelligence company behind the Claude AI model, has signed an agreement to use a major proposed data centre project in western Queensland, marking the company’s first major data-centre commitment in Australia.

The proposed Western Downs Digital Park, near Dalby in Queensland’s Western Downs region, has an estimated value of about A$31.9 billion and is planned to become one of the largest data-centre developments in Australia. The project is being developed by Singapore-based Zerra DC and is expected to be built in stages. Anthropic’s agreement concerns the first stage of the planned campus.

Queensland Premier David Crisafulli announced the agreement in state parliament, describing it as a significant investment for the region. He said his discussions with Anthropic during a recent trade mission had focused on Queensland’s energy infrastructure, investment opportunities and approval processes.

Crisafulli said the agreement could bring employment and additional energy infrastructure to the state. His comments reflect the Queensland government’s broader strategy of attracting large-scale artificial intelligence and data-centre projects to regional areas.

The development, however, remains subject to regulatory approval. The Western Downs Regional Council is assessing the proposed project, while Anthropic’s lease is also subject to approval from Australia’s Foreign Investment Review Board. The council has said its assessment will consider relevant planning requirements and opportunities for community participation.

The proposed campus would occupy approximately 725 hectares near Dalby, around 250 kilometres north-west of Brisbane. The site is currently associated in part with agricultural operations and sits close to significant electricity infrastructure.

Zerra DC’s plans envisage a multi-stage digital park, with four major stages included in the development application. The facility is designed to operate at hyperscale, requiring a very large amount of electricity once fully developed.

Planning information indicates a peak capacity of around 2.16 gigawatts for the wider proposal, a level of electricity demand comparable to the average consumption of roughly 1.5 million Australian households. ABC reporting has estimated that the project could substantially increase Queensland’s electricity demand if the full proposal proceeds.

The scale of the energy requirement has become an important part of the debate surrounding the project. Data centres require continuous electricity to operate computing equipment, cooling systems and associated infrastructure. The rapid expansion of artificial intelligence has made electricity availability a major consideration for technology companies and governments seeking to accommodate new computing capacity.

The Western Downs site has been selected partly because of its proximity to existing energy infrastructure. The proposed digital park is close to the Braemar electricity substation and several existing power-generation facilities, including gas-fired power stations. Solar and other renewable-energy infrastructure is also present in the broader region.

Anthropic’s planned use of the facility is also significant. Unlike a conventional data centre intended primarily for training large AI models, the Queensland site is expected to be used for AI inference. In practical terms, inference refers to the computing required to process requests and generate responses from an already trained AI model.

The facility would therefore support services such as responding to user prompts through Claude rather than being primarily dedicated to the initial training of new models. Anthropic’s Australian arrangement is part of a wider expansion of computing infrastructure needed to operate AI systems at scale.

The project is emerging amid a national debate over how Australia should manage the rapid growth of data centres. Energy consumption, water use, environmental impacts, local infrastructure and the benefits to communities have all become increasingly important considerations.

The federal government has been developing national rules concerning the energy requirements of new data centres, including proposals aimed at ensuring that major new facilities are supported by additional renewable generation. Queensland and the Northern Territory have sought greater flexibility in how their data-centre infrastructure is powered.

Queensland has argued that its particular electricity system and ownership of generation and transmission assets require a different approach. The state government has supported the use of a broader energy mix, including existing coal and gas generation, alongside renewable sources.

Crisafulli has said new data centres should contribute additional generation capacity and infrastructure rather than simply increasing pressure on the existing electricity system. He has also said projects should protect water supplies and provide communities with opportunities to participate in planning processes.

Those issues are particularly relevant in regional Queensland, where large-scale industrial developments can affect land use, electricity infrastructure and local services.

The Western Downs project has attracted interest because of its potential economic scale. The Queensland government says developments of this type could create employment and encourage additional investment in energy and digital infrastructure.

However, economic benefits are still prospective because the project has not yet completed the approval process. The council is required to assess the development application before construction can proceed, while the foreign investment review is another condition affecting Anthropic’s agreement.

The proposed timeline is ambitious. Anthropic is expected to begin using the facility in 2027, although the wider development would take considerably longer to complete. ABC reporting indicates that construction of the full project could take several years, reflecting the scale of the infrastructure involved.

The development application was only recently submitted to the Western Downs Regional Council, meaning substantial planning work remains before construction can begin. The council has emphasised that the duration of its assessment will depend on matters including referral requirements, requests for further information and community participation.

Local scrutiny is therefore likely to continue as authorities examine the project’s effects on the region.

One of the most closely watched issues will be electricity. The project’s potential demand is large enough to make its relationship with Queensland’s wider power system an important consideration. The state government has said data-centre developers should contribute to additional energy generation and infrastructure.

Anthropic is also expected to cover the costs associated with connecting its facility to the electricity network, including network upgrades required for the project, according to ABC reporting.

Water is another consideration. Data centres can require substantial resources for cooling, although the proposed Western Downs facility is expected to use technology designed to limit water consumption. ABC reported that the project’s planned water use would be broadly comparable with that of a conventional office building of a similar size.

The debate illustrates the wider challenge facing governments around the world as artificial intelligence expands. AI companies require increasingly powerful computing infrastructure, while communities and regulators must consider the effects of that infrastructure on electricity systems, water resources, land and local economies.

For Anthropic, the Queensland agreement represents a significant step in establishing physical infrastructure in Australia. The company has already engaged with the Australian government on AI policy and signed a memorandum of understanding with the Commonwealth earlier this year.

The company’s expansion is also occurring while its chief executive, Dario Amodei, has publicly discussed concerns about the speed of AI development. His comments have highlighted the tension between rapidly expanding AI capabilities and efforts to establish safeguards around the technology.

The Queensland project therefore sits within several overlapping debates: Australia’s ambition to attract AI investment, the infrastructure needed to operate increasingly powerful models, the environmental cost of large computing facilities and the question of how communities should share in the benefits and costs of development.

For the Western Downs, the proposal represents a potentially major change in the use of regional land and infrastructure. A site currently associated with agriculture could become a large-scale digital and energy hub connected to Australia’s growing AI economy.

But the project’s ultimate impact will depend on what happens during the approval process and whether all proposed stages proceed. The headline investment figure represents the full planned development rather than money already spent or infrastructure already operating.

Anthropic’s agreement is consequently an important milestone, but not the final stage of the project. Planning assessments, foreign-investment approval, infrastructure development and community consultation all remain part of the path ahead.

If approved and built as proposed, the Western Downs Digital Park would significantly expand Australia’s data-centre capacity and give Anthropic a major base for serving AI users in the region. Its progress will also provide a test of how Australia balances technological investment with energy, environmental and community considerations.

For now, the agreement places western Queensland at the centre of Australia’s rapidly developing AI infrastructure sector, while leaving regulators and the local community to determine how the proposed facility should proceed.
