A British father living in Thailand is facing an increasingly expensive struggle to bring his five-month-old son and his fiancée to the United Kingdom for Christmas after the Home Office refused his partner a visitor visa. The decision has put a planned family reunion in jeopardy, leaving the child’s elderly great-grandfather in Lancashire uncertain whether he will ever get the chance to meet his youngest relative in person.

Matthew Cross, 31, originally from Burnley in Lancashire, wants to bring his son, William Cross, and his fiancée, Khin Thant Zin, known as Jue Jue, to Britain for a family gathering during the festive season. William was born in Thailand on 30 April and holds British nationality through his father. His mother, however, is a refugee from Myanmar who fled persecution and now lives with Cross on the Thai island of Koh Tao.

The family had hoped that their journey would allow William to meet George Kerr, his 74-year-old great-grandfather, who lives in Clayton-le-Moors, Lancashire. Kerr has several health problems that prevent him from making the long journey to Thailand. With the family planning to gather in Burnley at Christmas, the visit was expected to provide a rare opportunity for several generations to spend time together.

Instead, the refusal of Zin’s visa has left the family facing uncertainty, additional expenses and the prospect of missing an occasion that has considerable emotional significance for them.

Cross said he had maintained a close relationship with his grandfather throughout his life and was desperate for Kerr to meet his child. Because of the older man’s health, travelling to Thailand is not a realistic option. The family had therefore regarded a visit to Britain as the most practical way to bring the two generations together.

The circumstances of the family are complicated by their lives across different countries. Cross is a mechanical engineer who opened a steakhouse restaurant on Koh Tao around 15 months ago. The island, known for its diving schools and turtle conservation work, is also a popular destination for international tourists. Cross met Zin there, and the couple subsequently became engaged. Zin helps manage the restaurant’s social media and human resources.

Their son was born in Thailand, where the couple have established their home and business. Cross’s parents have already travelled to the island and met their grandson. But Kerr’s health means he cannot make the same journey, making the planned Christmas visit particularly important to the family.

Cross and Zin had expected that arranging a temporary visit to the UK would be manageable. However, the Home Office rejected Zin’s visitor visa application, stating that officials were not satisfied she qualified as a genuine visitor. According to the refusal decision, the evidence provided did not sufficiently establish that she would return to Thailand after the proposed visit. Officials also raised concerns about the absence of evidence demonstrating significant family ties to Thailand and the limited documentation available to establish her income.

These concerns have created a serious obstacle for the couple, who say their personal and family circumstances were not adequately reflected in the outcome they received. Cross explained that Zin does not have a bank account, a circumstance that makes providing conventional financial documentation difficult. He also said her brother and sister live on Koh Tao, while her mother intends to move there after Zin’s younger sister finishes school in Myanmar.

The family believe these connections demonstrate that Thailand is where they have established their lives and where they intend to continue living. They have recently signed a lease on a new home and purchased land on the island for future development. Cross’s restaurant also represents an ongoing business commitment.

Nevertheless, the Home Office’s assessment focused on whether the application contained sufficient evidence to establish that Zin would leave the UK at the end of a temporary visit. For applicants whose financial circumstances or family arrangements do not fit conventional documentation requirements, demonstrating their intentions can become particularly challenging.

The process has also placed a substantial financial and logistical burden on the couple. Cross said the application required extensive supporting documents, including evidence of financial sponsorship from members of his family in Britain. His relatives were asked to provide written commitments confirming that they would support the visit, along with identification photographs and a formal invitation letter from his parents.

The couple also had to travel from Koh Tao to Phuket to complete the biometric screening required for the application. The journey involved ferries and buses and took approximately two nights and three days, according to Cross. He estimated that the trip cost them around £400.

For a family operating a business while raising a young child, the time and money involved represent a considerable burden. The refusal has meant that the effort and expenses associated with the original application have not secured the visit they hoped to arrange.

The situation is made more difficult by the limited options available after a visitor visa refusal. Cross said there is no right of appeal against the decision in their circumstances, leaving the couple preparing a fresh application instead. However, the refusal letter reportedly warned that another application was likely to be rejected unless the circumstances changed.

That warning has left them trying to determine what additional evidence might persuade officials to reach a different conclusion. They must also provide evidence of return flight tickets despite having no guarantee that the new application will be approved. Buying tickets before a visa decision creates a further financial risk, while delaying the purchase could complicate the process of demonstrating their proposed travel arrangements.

The couple also expect to make the lengthy journey from Koh Tao to complete biometric screening again. Cross estimates that, by the time the next application is submitted, the total cost of the process could reach £3,000. Even after spending that amount, the family would have no certainty that Zin would receive permission to enter Britain.

The financial implications are significant because the proposed visit is temporary and centred on a family gathering rather than a permanent move. Yet the evidence required to demonstrate the temporary nature of the trip has become a major hurdle for the couple. Their experience highlights the practical difficulties that can arise when immigration procedures require extensive documentation from applicants whose financial or personal circumstances differ from those commonly expected.

The case also raises broader questions about how visitor visa applications are assessed when British citizens have close family members living overseas. A British child may be eligible to travel to the UK, but the refusal of a parent’s visa can make a family journey impractical or impossible, particularly when the child is too young to travel independently.

For William, the planned visit would be an opportunity to meet a relative he is currently too young to know. For Kerr, who is dealing with multiple health problems, the gathering could provide a chance to meet his great-grandson while he is still able to do so. The uncertainty surrounding the visa application has therefore turned an ordinary family Christmas plan into a deeply personal concern.

The family have continued to hope that a new application will be successful and that William will be able to travel to Lancashire in time for Christmas. Relatives in Burnley have already bought warm clothes for the baby, anticipating his arrival from an island where temperatures rarely fall below 25C. The preparations reflect their expectation that the family would be reunited despite the geographical distance separating them.

Those plans remain uncertain, however, as the couple work to assemble additional documentation and prepare for another application. Every further step carries costs, and the approaching festive season places a practical limit on how long they can wait for a decision before travel becomes difficult to arrange.

The Home Office has declined to comment specifically on the family’s case. A spokesperson said that individual cases were not routinely discussed and that all visa applications were carefully assessed on their individual merits, in accordance with immigration rules and the information and evidence supplied by applicants.

That response reflects the department’s stated approach to visitor visa decisions, but it does not resolve the family’s immediate problem. Cross and Zin must still demonstrate that the application meets the relevant requirements, despite the difficulties they say they face in supplying the requested financial and personal documentation.

For the couple, the issue is not simply the cost of travelling to Britain. It is the possibility that an elderly relative and a young child may lose the opportunity to meet during a period when family gatherings carry particular importance. The planned visit was intended to bring relatives together across generations and allow Kerr to share a milestone that distance and ill health have so far prevented.

The family’s experience illustrates the tension between immigration safeguards designed to ensure visitors comply with visa conditions and the personal consequences of refusing entry to a family member. Authorities must assess applications against the applicable rules, while applicants must provide evidence sufficient to support their intentions. But where documentation is difficult to obtain, even a short family visit can become expensive and uncertain.

As Christmas approaches, the family are left waiting and preparing for another attempt. Whether William will be able to travel with his mother to Lancashire depends on the outcome of the new application and whether the couple can provide the evidence officials require. Until then, the warm baby clothes purchased by relatives in Burnley remain a hopeful sign of a reunion that the family still wants to believe is possible.
