British Military School Abuse Victims Denied Justice

Two women who allege they were sexually abused as 10-year-old children at a British military school in Germany have described their decades-long struggle for justice, saying repeated investigations have failed to hold the alleged perpetrator accountable because of missing employment records and unresolved legal jurisdiction issues.

Anne and Jane, whose names have been changed to protect their identities, are now in their 50s. They say the alleged abuse took place during the 1980s at a British military school in Bünde, Germany, where their fathers were serving in the armed forces. More than four decades later, they continue to live with the emotional consequences of what they say happened to them.

Their case has raised serious questions about the responsibilities of the British Ministry of Defence (MoD) towards children attending schools connected to overseas military communities, particularly when historical records are missing and victims encounter barriers to obtaining legal accountability.

According to the women, a member of staff associated with the school allegedly targeted them when they were particularly vulnerable and isolated from other children. They said he used his position and influence to establish a relationship with them before the interactions allegedly became sexual.

The women also recalled being threatened with consequences if they disclosed what had happened. Jane said they were warned that their fathers could lose their jobs and be removed from the army if they told anyone. At the time, both girls depended on their military families and had little understanding of how to challenge an adult in a position of authority.

For children whose lives were shaped by their fathers’ military careers and repeated international relocations, the threat was particularly frightening. They say the warning kept them silent for years, leaving them to carry their experiences largely between themselves.

The alleged abuse had an immediate impact on their childhoods, according to their accounts. Anne recalled experiencing severe fear, nightmares and sleepwalking. She said she became convinced that someone was watching her bedroom and felt so uncomfortable changing clothes at night that she sometimes went to bed fully dressed.

Jane said she still remembers the registration number of the man’s car, a detail that has remained vivid decades later. Seeing the vehicle would make her feel physically sick because she associated it with what she believed would happen when she encountered him at school.

Both women say the effects continued into adulthood. Jane described difficulties forming loving relationships, while Anne spoke of a prolonged period of self-destructive behaviour and psychological distress. Even years later, ordinary sensory reminders could bring back memories associated with the alleged abuse.

Anne said that while working as a school governor, walking through a school corridor and encountering familiar smells could trigger an overwhelming reaction. The experience, she explained, demonstrated how deeply the events had affected her long after she had left the school.

Despite the passage of time, neither woman had initially pursued a formal complaint. They maintained contact for several years after leaving the school, exchanging letters that referred to their experiences. Anne has retained those letters. Eventually, however, the two lost touch.

Their paths crossed again when they reconnected through Facebook in their 50s. By then, Anne had already taken a significant step towards disclosure. In 2018, she shared her account through the Truth Project, established by the Independent Inquiry into Child Sexual Abuse in England and Wales to provide survivors with an opportunity to describe their experiences.

Anne indicated that she would be willing for the police to be informed. Her account was subsequently referred to the Royal Military Police, which told her that locating Jane would be important to corroborating the allegations.

Police eventually contacted Jane through her parents. The approach led her to disclose the alleged abuse to her family for the first time. With both women’s accounts available, Anne believed the investigation might finally lead to criminal proceedings.

She said she had expected the authorities to arrest the alleged perpetrator, bring him before a court and secure a prison sentence if he were found guilty.

Instead, the investigation encountered a major legal obstacle. According to the women, the Royal Military Police concluded that it could not proceed because it had been unable to establish the necessary jurisdiction over the alleged perpetrator’s employment circumstances.

Although the man was reportedly a British citizen who worked at the school, investigators could not establish conclusively whether he had been employed under a contract administered by the British Ministry of Defence in London or under a locally employed arrangement.

The distinction mattered because it could affect which legal authorities had jurisdiction to pursue the case. Investigators reportedly lacked the employment contract and sufficient evidence of the man’s tax status to establish the relevant connection with the British authorities. The women were also told that investigators could not find evidence of his tax contributions in Germany.

As a result, the case was considered for prosecution in Germany, where the applicable limitation period had reportedly expired. The women were left facing a situation in which they believed the alleged abuse could not be prosecuted in Britain, while the alternative legal route was no longer available.

The difficulties continued despite investigators reportedly receiving staff lists, witness accounts and photographs connected to the school. The absence of more definitive employment documentation prevented those materials from resolving the jurisdictional question.

Following complaints from the women, a senior officer issued a written apology acknowledging that the handling of the case had fallen below the professional standards they had a right to expect.

A subsequent investigation by the Ministry of Defence’s Defence Serious Crime Unit reached the same conclusion. The women were told that relevant army records from the period had been destroyed and that, without further evidence of the man’s employment arrangements, investigators could not identify a viable route towards prosecution.

For Jane, the outcome represented another devastating setback after years of attempting to have her account taken seriously. She described the decision as another door closing in her face, reinforcing her sense that the institutions responsible for protecting children had failed to provide the accountability she had sought.

The case has attracted criticism from advocates for military justice and child safeguarding. Emma Norton, a lawyer at the Centre for Military Justice, said it was devastating for survivors who had taken the difficult step of reporting alleged abuse to be told that nothing could be done because they appeared to have fallen into a jurisdictional gap.

She also warned that the issue could affect other survivors because Britain has operated military schools and educational facilities overseas. If historical employment arrangements and incomplete records prevent authorities from establishing jurisdiction, other cases could encounter similar barriers.

Jess Phillips, a former safeguarding minister, said the case exposed a wider cultural problem within the Ministry of Defence. She argued that the department should recognise the women’s treatment as a failure of responsibility towards people who were under its care.

The central issue for Anne and Jane is no longer solely whether the alleged perpetrator can face criminal prosecution. They also want an official acknowledgment that the institutions responsible for their welfare failed to provide the protection and accountability they believe they deserved.

Jane said the Ministry of Defence had a duty of care towards the girls, describing the institution as one of the bodies that should have acted as their caregiver. She wants someone in authority to acknowledge the failure directly rather than allowing the case to remain unresolved.

Anne similarly said she wanted public accountability. However, after years of investigations and repeated disappointments, she admitted that maintaining hope had become increasingly difficult.

A spokesperson for the Defence Serious Crime Command, which includes the Defence Serious Crime Unit, said every child had the right to be safe at school and that the organisation’s thoughts remained with the victims.

The spokesperson also expressed regret that the initial handling of the case had fallen below expected standards, confirming that a formal apology had been issued. The command said a new investigation launched earlier in 2026 had concluded that it did not have jurisdiction to pursue charges.

The spokesperson added that measures had been taken to strengthen investigative practices across the defence establishment and that the command remained committed to investigating cases thoroughly to deliver justice for victims.

For Anne and Jane, however, those assurances have not resolved the questions that have followed them for most of their lives. They say their experiences have affected their relationships, emotional wellbeing and sense of security, while the absence of a clear legal outcome has prolonged their struggle for recognition.

Their case highlights the difficulties of investigating alleged historical abuse when the events occurred overseas, the people involved worked within complicated military employment structures and essential records no longer exist. It also raises questions about how public institutions should respond when procedural and jurisdictional barriers prevent survivors from obtaining the outcome they hoped for.

The allegations against the former staff member have not resulted in a criminal conviction, and the account of the events remains that of the two women. Nevertheless, their continued efforts have drawn attention to the lasting consequences of childhood abuse and the additional distress survivors can experience when investigations fail to provide a clear resolution.

More than 40 years after the alleged incidents, Anne and Jane are still asking for their experiences to be acknowledged and for the institutions involved to accept responsibility where appropriate. Their demand is not simply for an investigation to be closed or an apology to be recorded, but for an honest public examination of how children could have been left vulnerable and why the search for accountability has proved so difficult.

For the two women, the passage of time has not erased the memories or the consequences of their childhood experiences. Their continued campaign reflects a broader concern shared by survivors and safeguarding advocates: that the loss of historical records and disputes over legal authority should not automatically leave people without meaningful answers about the failures they say they endured.
