Milburn Proposes Pre-Apprenticeship Route for Young People

A new national pre-apprenticeship scheme should be introduced in England to help young people move from school into employment, according to former Labour cabinet minister Alan Milburn, whose review of Britain’s youth jobs crisis is expected to recommend a major overhaul of training and employment support. The proposed programme would give young people the qualifications, practical experience and confidence they need to progress into full apprenticeships, addressing a growing gap between leaving education and becoming ready for work.

Milburn’s recommendation comes amid mounting concern over youth unemployment and a sharp decline in the number of apprenticeships taken up by younger people. The review argues that the existing system is failing to provide enough accessible routes into skilled employment, particularly for those who leave school without the qualifications or workplace experience employers expect.

The former minister, who served in Tony Blair’s government, is preparing his final report on the employment difficulties facing young people across Britain. Its publication has been delayed until at least November, after the government’s budget scheduled for 28 October. Although the full recommendations have yet to be released, the proposed pre-apprenticeship pathway offers an indication of the changes likely to feature in the report.

The scheme would be aimed at young people who are not yet prepared to enter a conventional apprenticeship. Some may need additional support with English and mathematics, while others may lack technical knowledge, familiarity with workplace expectations or the confidence required to secure and maintain a job. The proposed route would seek to address these barriers before young people begin a full apprenticeship.

Under the plan, further education colleges would play a central role in delivering the programme. Participants would combine English and mathematics with technical training and practical experience provided through an employer. The intention would be to create a structured transition from education into work rather than expecting young people to move directly from school into a demanding training position without adequate preparation.

Milburn has argued that encouraging young people to pursue apprenticeships is not enough if they lack the support necessary to succeed. For many school leavers, the period between finishing education and becoming ready for employment can be difficult. They may struggle to identify suitable opportunities, meet entry requirements or demonstrate to employers that they can reliably attend work, learn new skills and remain committed to a training programme.

Employers, meanwhile, need confidence that apprentices can meet the demands of a workplace. Basic literacy and numeracy, practical competence, punctuality and the ability to follow instructions are often important foundations for learning a trade. A pre-apprenticeship course could help young people develop these abilities while giving businesses an opportunity to assess potential recruits in a more structured environment.

The proposal reflects a wider recognition that unemployment among young people cannot be addressed solely through job advertisements or general encouragement to enter work. For those who have fallen behind academically or spent extended periods outside education and employment, tailored support may be necessary to rebuild skills, establish routines and create a realistic path towards a sustainable career.

The scale of the challenge is illustrated by the decline in youth apprenticeship participation. According to figures cited in connection with Milburn’s review, only around one in five apprenticeship starts currently goes to someone aged 16 to 18. The number of people under 19 enrolling in apprenticeships has also almost halved over the past decade.

These figures raise questions about whether apprenticeships are sufficiently accessible to younger school leavers and whether the current system is doing enough to prepare them for the opportunities available. Apprenticeships are designed to combine paid employment with structured training, allowing participants to earn while developing occupational skills. However, young people who do not meet employers’ expectations at the outset can struggle to enter this route.

The problem is particularly significant for those classified as not in education, employment or training, commonly referred to as NEET. Government concerns about the growing number of young people in this category have intensified, with estimates suggesting the total could approach one million. Remaining outside education and employment can have lasting consequences, including weaker earnings prospects, reduced confidence and a greater risk of long-term economic disadvantage.

Milburn’s review is expected to address this broader crisis through recommendations covering job support, training, apprenticeships and the welfare system. A central objective is likely to be the development of more effective routes into employment for people who are struggling to make the transition from education to work.

The pre-apprenticeship proposal draws on approaches used in other European countries. Austria, for example, has a one-year pre-vocational pathway designed to prepare young people for apprenticeships. The model combines preparation and skills development before participants move into more specialised occupational training.

The Netherlands and Austria also place substantial emphasis on vocational education. More than half of 15- to 19-year-olds in upper-secondary education in these countries are enrolled in vocational programmes, according to figures cited in the discussion surrounding the proposal. Their experience provides a point of comparison for England, where the government is under pressure to strengthen technical education and provide alternatives to purely academic routes.

Supporters of vocational training argue that young people benefit when education offers clear links to employment. Practical learning can help students understand the expectations of particular industries while enabling employers to develop a pipeline of future workers. A well-designed pre-apprenticeship programme could therefore serve both young people who need additional preparation and businesses seeking appropriately trained recruits.

However, the success of such a scheme would depend on its design and delivery. Colleges would need sufficient resources to provide effective teaching, technical instruction and individual support. Employers would also need to offer meaningful workplace experience rather than placements that provide little opportunity to learn. The programme would have to demonstrate that participants progress into apprenticeships or other forms of sustained employment, rather than simply moving between training courses.

The government has already announced a £100m expansion of local apprenticeship services over two years. The programme, delivered through regional mayors, is intended to double the number of areas connecting young people with local businesses. It represents an effort to improve links between employers, training providers and people seeking opportunities.

A national pre-apprenticeship route could complement that initiative by helping candidates become ready for the vacancies and training opportunities identified through local services. Regional partnerships may be particularly important because employment opportunities differ between areas. Technical training that reflects local industries could improve the chances that young people acquire skills relevant to available jobs.

The proposal is also emerging alongside a wider debate about welfare spending and employment support. Milburn has indicated that changes to the benefits system are likely to form an important part of his review. Ministers are examining possible reforms intended to encourage more people into work, including proposals concerning disability-related support for under-25s and a potentially substantial package of employment assistance.

Those discussions have generated political sensitivity. Senior Labour figures have argued that reform has both economic and moral dimensions, particularly as the number of people claiming benefits places pressure on public finances. Yet the government is also conscious of the political consequences of previous attempts to change welfare arrangements, including a rebellion that forced ministers to retreat from planned measures.

The challenge for policymakers will be to ensure that employment support creates genuine opportunities rather than simply placing additional pressure on people who face barriers to work. Young people with limited qualifications may need accessible training, guidance and practical experience before they can compete successfully for jobs. A pre-apprenticeship programme would therefore need to be accompanied by appropriate support and clear progression opportunities.

The delay in publishing Milburn’s full report has raised questions about how its recommendations will fit into the government’s wider policy agenda. Officials are considering how to coordinate the findings with other reviews, including work on disability benefits, the forthcoming budget and the prime minister’s long-term plans for government. People close to the review have played down the significance of the delay, but the timing underlines the political and financial complexity of the proposed reforms.

For young people, the central issue is whether these plans translate into practical opportunities. A programme that combines academic support, technical learning and employer experience could offer a more realistic route into employment for those who are not ready to begin an apprenticeship immediately. It could also help businesses identify and develop future employees.

The proposed scheme remains a recommendation rather than an established national programme, and its eventual form will depend on the government’s response to Milburn’s report. Nevertheless, the proposal highlights a significant weakness in the existing transition from education to employment. If England is to reduce youth unemployment and expand access to skilled work, policymakers will need to ensure that young people receive not only encouragement to find jobs but also the preparation and support needed to succeed once they get there.
