Senators warn US childcare policies could raise costs

Democratic senators have called for detailed information from the Trump administration about the condition of the US childcare system, arguing that a combination of funding changes, regulatory revisions and pressures on providers could leave families facing higher costs and fewer affordable childcare places.

The request, led by Massachusetts Senator Elizabeth Warren and joined by six other Democratic senators, focuses on childcare-centre closures, changes in prices, federal grants and proposed revisions to the Head Start programme. The lawmakers have asked the Administration for Children and Families (ACF), part of the US Department of Health and Human Services, to provide detailed information by 14 October.

The intervention comes as childcare remains a significant financial challenge for American families. According to the senators’ letter, childcare prices increased faster than overall inflation during 2025, while the cost of daycare and preschool rose by 3.5% in the year to May 2026. The lawmakers say providers are facing higher expenses for food, supplies, insurance, rent and utilities, creating pressure to raise fees or close their businesses.

The senators are particularly concerned about the number of childcare providers that have reportedly closed since the beginning of 2025. Their letter asks the ACF to provide nationwide figures showing how many centres have closed and how average childcare costs have changed.

They also point to reported closures in individual states as evidence of pressure on the childcare market. The lawmakers cited more than 400 daycare centres closing in Oklahoma since November and more than 300 programmes shutting in Indiana since September 2025. Such closures can leave parents with fewer nearby options, particularly in communities where childcare providers were already operating with limited capacity.

The issue extends beyond private daycare facilities. The senators have raised concerns about Head Start, a federal early-learning programme serving children from low-income families while also providing health, nutrition, family-support and other services.

The Trump administration has proposed substantial changes to Head Start regulations. In August, the Department of Health and Human Services announced a proposed rule intended to reduce federal requirements, expand access and give local programmes greater flexibility. The administration said the reforms could allow Head Start providers to serve hundreds of thousands of additional children while reducing administrative burdens.

Critics, however, have raised concerns about what greater flexibility could mean for programme quality and staffing. Proposed changes include adjustments to requirements involving class sizes, family-support services and staffing arrangements. Advocates say some of the existing requirements are important for maintaining personalised services and ensuring that children and families receive comprehensive support.

The debate is particularly significant because Head Start is designed to serve children who may face economic or social disadvantages. For many families, the programme provides more than classroom education. It can also connect parents with employment assistance, health services, developmental support and other resources.

The administration has presented its proposed reforms differently. HHS says the changes are intended to remove unnecessary bureaucracy, strengthen the programme’s core mission and expand access to children who need early education. The department has also argued that greater flexibility could allow local communities to determine how services are delivered according to their circumstances.

Another major concern raised by the senators involves the Child Care and Development Fund, or CCDF, which provides federal assistance intended to help eligible families afford childcare.

The lawmakers point to a $2.4bn funding freeze affecting grants to five states in January. The freeze was later rescinded following legal challenges, but the senators say the episode created uncertainty for childcare providers and families and want the administration to explain how similar disruptions would be prevented in the future.

Federal policy surrounding childcare subsidies has also changed. The administration’s final rule on the CCDF programme removed a federal requirement that states limit eligible families’ childcare copayments to 7% of household income. Democratic lawmakers have argued that eliminating the cap could expose low-income families to higher out-of-pocket costs.

The administration has defended its broader regulatory approach as an effort to give states and childcare providers greater flexibility. Supporters of the changes argue that rigid federal requirements can increase administrative costs and restrict providers’ ability to respond to local conditions.

The disagreement therefore involves not only the amount of federal funding available but also the way childcare programmes are regulated. Supporters of the administration’s approach say reducing federal requirements could make programmes more adaptable and potentially allow more children to receive services. Opponents argue that some requirements provide important safeguards and that removing them could reduce service quality or increase costs for families.

The senators are seeking specific evidence to assess those competing claims. They want ACF to provide monthly information on Head Start and CCDF grants, details of assistance available to childcare centres facing closure and an analysis of how the latest regulatory changes could affect both family costs and the number of childcare providers.

They are also asking whether the administration has calculated how much families could pay following removal of the 7% copayment limit. Another question concerns how many childcare centres could potentially close because of the policy change.

The dispute comes against a wider backdrop of staffing difficulties across the American childcare industry. Providers have historically struggled to recruit and retain workers because childcare jobs often involve substantial responsibilities but relatively low wages. Changes to staffing requirements and compensation rules have therefore become an important part of the debate over the future of federally supported early education.

Head Start itself has faced operational difficulties during the Trump administration. Earlier funding disruptions prompted concerns among providers about whether programmes could remain open and continue serving families. More recently, the administration’s proposed regulatory overhaul has intensified debate over whether federal oversight should be reduced or maintained.

The issue has also become connected to immigration policy. Some childcare providers and lawmakers have argued that immigration enforcement and changes to immigration status have affected the availability of workers in childcare and other care sectors. Warren and other lawmakers raised similar concerns in a February letter to ACF, asking how immigration-policy changes could affect childcare staffing and costs.

At the same time, the administration has continued to emphasise its broader objective of reducing federal spending and regulatory burdens. The proposed Head Start changes reflect that approach, with HHS arguing that local providers should have greater control over programme design.

For American parents, however, the practical question is whether changes in federal policy will make it easier or harder to find reliable childcare at an affordable price. A centre closure can force families to travel farther, alter working schedules or seek alternative arrangements, while a rise in fees can make employment financially difficult for households already managing tight budgets.

The senators’ request does not itself establish that the administration’s policies caused individual childcare-centre closures or the national increase in childcare costs. Those relationships require detailed evidence that the lawmakers are now seeking from federal officials.

The coming response from ACF could therefore provide a clearer picture of how the administration’s policy changes are affecting childcare providers and families across the country. It may also offer data for assessing the competing claims surrounding funding, regulation, staffing and affordability.

With childcare costs remaining a major household expense and Head Start undergoing a significant proposed overhaul, the debate is likely to remain an important part of the US domestic policy agenda. The information requested by the senators could help determine the scale of closures, changes in family costs and the practical effects of federal policy changes as communities prepare for another year of uncertainty in the childcare sector.
