Virgin Media O2 Plans Thousands of Job Cuts

Published: 03 November 2026. The English Chronicle Desk. The English Chronicle Online.

Virgin Media O2 is preparing to cut thousands of jobs as part of an £800m annual cost-saving programme designed to reduce expenses, reshape the telecommunications company and address its substantial debt burden.

The company, jointly owned by Liberty Global and Telefónica, said it expects around £300m of its planned savings to come from reducing its employee wage bill. The workforce reduction is expected to take place over the next two years and could affect as many as a quarter of the company’s approximately 16,000 employees.

Although Virgin Media O2 has not confirmed the exact number of positions that will disappear, the scale of the planned reduction means potentially thousands of workers could be affected. Most of the job losses are expected to come from roles that do not directly face customers, as the company seeks to reorganise its operations and reduce its underlying costs.

The announcement represents one of the most significant restructuring programmes undertaken by the telecoms group since its creation. The company is attempting to become a leaner organisation while responding to changing consumer behaviour, intense competition and the increasing availability of artificial intelligence tools that can automate or streamline a range of business processes.

Chief executive Lutz Schüler said the company had already begun making difficult decisions about investment and costs ahead of a fuller strategic update expected in the coming months. He said maintaining existing practices was no longer sufficient for the company’s future and that changes were necessary to support long-term growth.

Artificial intelligence is expected to play a growing role in the restructuring. Virgin Media O2 said it intends to expand the use of AI in areas including customer service, network planning and fault management.

The move reflects a broader transformation across the telecommunications industry, where companies are increasingly exploring automation to reduce operating costs and handle large volumes of customer interactions and technical processes. For Virgin Media O2, however, the adoption of AI comes alongside a major reduction in staffing, making the relationship between technological investment and employment a central feature of the company’s new strategy.

The planned £800m savings are expected to be achieved by 2029. Job reductions will account for a significant part of the programme, but the company is also seeking savings from other areas of its operations.

Virgin Media O2 plans to reduce its dependence on contractors and review agreements with suppliers. It will also examine its wider supply chain in an effort to identify additional efficiencies. The company expects to incur about £250m in restructuring costs as it implements the programme.

The scale of the restructuring comes as the company faces a debt pile of around £22bn. Reducing annual costs is therefore intended not only to improve operational efficiency but also to strengthen the company’s financial position and create greater flexibility for future investment.

At the same time, Virgin Media O2 is changing its approach to network investment. The company has stopped plans to extend its full-fibre network beyond existing commitments with partners. Its full-fibre upgrade programme is currently around halfway complete.

Rather than continuing with a more expensive expansion of full-fibre infrastructure, the company intends to pursue a lower-cost upgrade strategy. Under the plan, most parts of its network that have not yet moved to full fibre are expected to receive improved speeds of up to 2Gbps by the end of next year.

The decision reflects the difficult balance facing large telecoms companies. High-speed fibre infrastructure requires substantial long-term investment, while customers increasingly expect faster and more reliable connections without necessarily being willing to pay significantly higher prices.

Virgin Media O2 is also considering wholesale arrangements that could allow it to provide services in areas where its own network does not currently reach. The company is understood to be close to an agreement with BT’s Openreach that could substantially increase the number of homes within its potential service footprint.

Such an arrangement could expand the company’s reach from around 19 million homes to as many as 25 million. Rather than building infrastructure itself in every area, Virgin Media O2 could use wholesale access to extend its commercial presence while limiting the capital expenditure required for network construction.

The company is also reviewing its approach to shareholder distributions. Virgin Media O2 said it was considering options concerning cash distributions this year, raising expectations that its dividend could be reduced.

The restructuring announcement came alongside the company’s latest financial results, which showed pressure in its consumer customer base. During the quarter ending in September, Virgin Media O2 lost 23,300 broadband customers and 7,800 consumer mobile customers.

The customer losses underline the competitive environment in which the company is operating. Britain’s telecommunications market has become increasingly crowded, with established operators competing against alternative fibre providers and other challengers seeking to expand their networks.

The company is therefore attempting to respond on several fronts simultaneously: reducing its workforce, lowering supplier and contractor costs, increasing automation, controlling network investment and finding ways to expand its coverage without taking on the full cost of infrastructure construction.

The decision to reduce the workforce is likely to be closely watched by employees and unions, particularly because the company has not yet disclosed precisely which departments or positions will be affected. A reduction potentially involving up to one in four employees would represent a major change in the organisation’s structure.

The emphasis on non-customer-facing roles suggests the company wants to protect frontline services while reducing administrative and operational costs. However, the expansion of AI into customer service and other functions indicates that technology may also gradually alter the nature of some roles that currently depend on human employees.

Virgin Media O2’s strategy is also being shaped by wider developments in the British telecoms market. The company has recently criticised regulatory decisions involving competitors and infrastructure providers, highlighting the increasingly complicated commercial environment facing major network operators.

The company has also been involved in debates surrounding consolidation in the broadband sector. The Competition and Markets Authority has been examining developments involving Netomnia and Nexfibre, while other telecoms businesses have faced financial pressures and restructuring challenges.

The wider market is therefore undergoing a period of significant change, with companies seeking scale, infrastructure efficiency and stronger financial foundations while regulators remain concerned about competition.

Virgin Media O2’s own restructuring reflects many of those pressures. Its leadership is seeking to reduce the cost of running the business while protecting investment in areas considered essential for future growth. The shift towards AI and lower-cost network improvements suggests the company is prioritising efficiency rather than pursuing an expansion strategy based primarily on heavy capital spending.

For customers, the company’s plans could bring faster services in parts of its existing network and potentially make its products available to millions of additional homes through wholesale arrangements. However, the longer-term effect will depend on whether the cost reductions can be achieved without damaging customer service or slowing technological development.

For employees, the immediate outlook is considerably more uncertain. Thousands of jobs could disappear as the company attempts to reduce its wage bill, while new technologies may change the skills required across the organisation.

Schüler has presented the restructuring as necessary for the company’s future rather than simply a short-term response to financial pressure. The leadership argues that the business must become faster, more focused and more efficient if it is to compete effectively in a rapidly changing telecommunications market.

The challenge will be turning that strategy into sustainable growth. Cutting costs can quickly improve financial performance, but telecoms companies must continue investing in networks, technology and customer services to remain competitive.

Virgin Media O2 is now attempting to find that balance. Its £800m savings target, major workforce reduction, increased use of AI and revised network strategy mark a significant change in direction. The coming years will show whether the programme can strengthen the company’s finances while maintaining the services and infrastructure expected by millions of customers.
