Cumbria Mental Health Hub Shows Early Promise

A pioneering community mental health hub in Cumbria is showing encouraging early signs after helping thousands of people during its first five months of operation, offering a new model of support designed to make mental healthcare more accessible before people reach a crisis.

Hope Haven, based in Whitehaven, is one of six pilot community mental health hubs operating around the clock in England. The service is designed to provide immediate, open-access support without requiring people to have a formal diagnosis or a referral from another healthcare professional. Its early results suggest that the model may be reaching people who previously had little or no contact with mental health services.

Between March and July, approximately 3,000 people accessed Hope Haven either in person or through its digital services. Almost half had never previously used NHS mental health services. The centre’s supporters say that figure is particularly significant because people who are struggling can often face difficulties navigating traditional services, especially when they do not know whether their problems are serious enough to justify seeking professional help.

For some visitors, the ability to walk through the doors at any hour has proved crucial.

Tamara, a 22-year-old woman who works in children’s transport, first visited Hope Haven late at night after experiencing an extremely difficult period in her personal life. She had received therapy and counselling at various points since she was 14 after being abused by an acquaintance during childhood. Although the person responsible was eventually sentenced following a lengthy legal process, the emotional consequences continued to affect her.

On the night she first visited the centre, she was frightened and struggling to cope. A close friend encouraged her to seek help and took her to Hope Haven at around 11pm. Staff saw her immediately and arranged an appointment for the following day.

For Tamara, the speed and accessibility of that response became a turning point. She believes that without the support available at the hub, she could have remained at what she described as the lowest point in her life. Her experience illustrates one of the central principles behind the pilot programme: people should be able to ask for help at the moment they need it rather than waiting for an appointment through a conventional referral pathway.

Hope Haven’s approach is significantly broader than a traditional clinical mental health service. The centre provides access to different forms of support under one roof, including activities and practical assistance relating to areas such as exercise, finances and housing. It also has short-stay beds that allow staff to provide overnight support when someone needs a safe environment but does not necessarily require admission to a hospital psychiatric ward.

The model draws inspiration from the Trieste approach to mental healthcare, which developed in Italy from the 1980s. That philosophy places greater emphasis on community-based, accessible and holistic support rather than relying primarily on hospital treatment. The English pilot scheme seeks to adapt elements of that approach to local circumstances.

The early figures from Whitehaven have attracted attention because the area faces significant social and economic challenges. The coastal town in west Cumbria is relatively isolated, and some parts of the community have experienced long-term economic decline. Several shops in the town centre have closed, while employment has become increasingly concentrated around a smaller number of major organisations.

Sellafield, the nuclear decommissioning site, is the area’s largest employer and one of Europe’s biggest environmental restoration projects. Staff at Hope Haven say decades of industrial change and the loss of major employers have contributed to a sense of economic uncertainty and reduced opportunities in parts of the community.

Vikki Ford-Powell, a clinical lead allied health professional specialist at the centre, said the closure of factories and decline of large employers had affected the town’s sense of optimism. She believes that the lack of investment and opportunity experienced by parts of the community has contributed to people losing hope.

Sue Papworth, a project lead at Hope Haven, has also highlighted deprivation in and around Whitehaven. She said outsiders can sometimes assume that living close to the Lake District means everyone in the area is financially comfortable, but that assumption does not reflect the circumstances of many local residents.

The area’s mental health statistics add to the importance of accessible services. The local suicide rate has been reported at around 20 deaths per 100,000 people, close to twice the national rate. Referrals to local mental health services have also trebled since 2017, indicating a substantial increase in demand.

Against that background, early evidence from Hope Haven has generated optimism among local officials and community representatives. Inpatient mental health admissions in the area fell by 24% between January and September compared with the same period a year earlier. The reduction does not by itself establish that the hub caused the decline, but it is one of the indicators being watched as the pilot develops.

Josh MacAlister, the Labour MP for Whitehaven and Workington, has praised the centre’s early performance and its community-focused approach. He has pointed to the strength of local networks and voluntary organisations while also acknowledging that asking for help can be difficult in a close-knit community, particularly when specialist mental health services are located far away.

The availability of a walk-in service could help reduce some of the stigma associated with seeking mental health support. People do not need to identify themselves as having a particular psychiatric condition before entering the centre, potentially making it easier for those experiencing loneliness, anxiety, addiction, bereavement or other difficulties to seek assistance.

Gordy, a 47-year-old man originally from Scotland, is among those who have benefited from the service. He has struggled with alcohol addiction and previously took antidepressants for several years. Since engaging with Hope Haven, he has been able to stop taking the medication and says the individual support he received helped him regain confidence in everyday situations.

His description of the centre reflects another important feature of the model. Rather than feeling like a conventional clinical environment where patients can feel reduced to a diagnosis or case number, he says he feels personally recognised by staff. The direct availability of support, including during the night, has been particularly important in an area where suicide remains a serious concern.

The hub has also become a place for social connection, rather than simply a location for people experiencing acute mental health problems. Mary Bragg, who is 91 and has lived alone since her husband died seven years ago, regularly attends a chair-based exercise class at the centre. Through the activities, she has developed new friendships and says she feels happier.

Her experience demonstrates the broader philosophy behind the service. Mental wellbeing can be affected by isolation, bereavement, financial difficulties, housing problems and physical inactivity, as well as by diagnosed mental illness. By bringing different forms of support together, the hub aims to address some of those factors before they develop into more serious crises.

Hope Haven is one of six pilot hubs being tested across England. Other locations include Lewisham and Tower Hamlets in London, Birmingham, York and Sheffield. The programme forms part of a wider long-term plan for reforming mental health services and is intended to test whether community-based, preventive care can reduce pressure on more intensive services.

The government has also announced funding for a much larger expansion of the model, with 100 additional hubs expected to open gradually. The first new centres are due to begin opening during the autumn, while an evaluation of the existing pilot sites is expected to provide further evidence about their effectiveness.

The evaluation will be important because the early figures, while encouraging, cover only a relatively short period. A large number of visitors and a fall in hospital admissions can provide useful indications, but longer-term research will be needed to establish whether the model consistently improves mental health outcomes, reduces crisis interventions and delivers value for money.

There will also be questions about staffing, funding and the ability of each community to sustain a service operating 24 hours a day. The success of the model may depend heavily on local conditions, including the availability of trained professionals, housing support, social services and community organisations.

For Whitehaven, however, the early experience has created a sense that mental health support can be brought closer to the people who need it. The centre’s combination of immediate access, practical assistance, social activities and clinical support represents a departure from systems that often require people to wait until their problems become severe before receiving substantial help.

The stories of visitors such as Tamara, Gordy and Mary also show the range of needs being addressed. One person may arrive during an immediate emotional crisis, another may need help overcoming addiction or rebuilding confidence, while someone else may simply need companionship after years of loneliness.

As England prepares to expand the community hub model, Whitehaven is providing an early example of how such a service can become embedded in a local community. The most important test will be whether the initial positive signs continue over time and whether the approach can deliver sustained improvements in mental wellbeing while reducing pressure on hospitals and specialist services.

For residents of west Cumbria, where mental health challenges have been intensified by isolation, deprivation and high suicide rates, the arrival of a service that can be accessed at any hour has already changed how some people seek help. The longer-term evaluation will determine how far that early promise can be translated into a lasting transformation of community mental healthcare.
